I had a problem like that a few weeks ago, in that everytime I loaded IE I got redirected (cant recall the site) to some site telling me I had spyware and viruses and to download their product at $9.99 or something.
In the end it was an IE plugin that was doing this and once I removed that the problem was gone. Used a wee program call Vista Manager (http://www.yamicsoft.com/) which identified the problem for me and removed it as well. They do a 15-day trial and also have an XP version.
