Situation: It's gold rush. Tank is coming around the corner of the canopy thing shown here. The second barrier is blown, but the dank gets damaged. As I'm attempting to repair the barrier, is it allowed to shoot rnades/bullets into the axis spawn exit?

No, the only time it is legal is if the tank barrier is blown and the tank is making it past the barrier, not towards it. Pretty much if the barrier can still be repaired it is still considered sk.

Okay. That's what I thought but I was told differently on the server. I was killed exiting spawn by an rnade, so I sarcastically said "I'd like to give a certain thank you to ParcheNegro for the rnades in spawn exit". Mungos said it was alright, but I just wanted to make sure before I did it and got banned for it.

You can maybe shoot the guy repairing the barrier with a gun lol? but not shoot in spawn as Patty said.. Usualy,, if I throw a nade here (to kill engi fixing the barrier), I throw it as close to the bridge as I can so the splash doesnt touch the spawn exit. Usually it helps killing engies or at least gives enough damage so I can finish them quickly with my gun. My only question would be about the second exit of the axis spawn in the courtyard (the one that leads straight to the stairs of the bank). Is it allowed to plant mines in front of that exit? I never seen anyone doing it but I didnt read anywhere in rules it aws not legit so I was curious to ask officialy

I think that is a completely different topic Delta and maybe it should be addressed in a different thread. But in my opinion about your question, I think this explains it:
F. Spawncamping is the practice of pinning the opposing team inside the boundaries of their spawn with light weapons, the use of flamethrowers to create an impenetrable wall, mining the exits, etc without regard for advancing any objective such as capturing a spawn, destroying a command post or stealing an objective. Spawncamping is not defined by distance, but by the intent not to allow any players out of their spawn.

Is there a consensus on that further spawn exit in GR while tank is moving past Tank2? It's come up quite a few times. I treat it as sk zone since tank is not really close, nor should both exits really be a free-for-all IMO.

Sorry Jojo, my comment was related specifically to the part of the map when the sk allowed. At that moment I had no insight into the specific situation in which you and your teammates were. At this moment I could not see are you exposed to fire inside the spawn.
So, the answer is in MAP EXCEPTIONS
Gold Rush After the tank has been stolen, but before it leaves the courtyard, the outside area is open to attacks intended to slow or stop the tank. The actual spawn room is off limits. After the second tank barrier is destroyed AND as the tank is moving under the bridge to its parking spot outside the axis spawn, SK rules do not apply at the Axis spawn until the bank doors are blown. However, the actual Axis spawn room is still off limits.

I wanted to be sure because the pic you posted completely misrepresents what actually happened. The tank was WELL past the barrier when myself, and two or three others hit the exit with nades. I think the tank was literally next to the exit. That's why Mung and others said it was ok. In fact I typed-up a huge message saying exactly what was explained in this thread already. I'm surprised this ended up in the forums after 3 of us explained the rule in detail during the game. Anyway, hope everything is cleared-up now.

When tank pass the bridge, allies can use airstrike, nades and everything close to spawn exit. Rest of time, it's forrbiden by an EXCEPTION on the rules. Because front of axis spawn exit IS NOT included in spawn boundaries and is only protected by a rule to help axis get out of spawn alive to defend their objective as the tank barrier 2, etc. Since allied objective is passing in front of the axis spawn exit, it's legit to allow allies to use their splash dmg weapon again here for some time. BUT This DOESNT ALLOW them to throw nades and stuff INSIDE the spawn boundaries. They can just use splash damage weapon in front of spawn exit (like the exception is temporarily removed until the bank doors are open). When doors are open, exception is back and use of splash weapons in front of spawn exit is forbbiden again.

Tank is supposed to be already UNDER the bridge when they use splash weapon close to spawn exit. And again, spawn rules still apply. They cant start to throw nades and flame inside your spawn because tank is here. I mean.. just if they arty and nade just at spawn exit well you'll have to deal with it lol.

To clarify, unless i'm wrong, the instant Tank2 can no longer be built, the spawn exit (not the spawn interior) is ok to shoot at until the tank is in final position. However, again, the tank was well past the barrier when grenades started flying. It's not about a fight, its about accuracy and avoiding confusion. What you're saying right now Jojo, is that me and a few others naded the spawn exit in tandem, then Mungos, me, Lion and a 4th player I believe, said that was perfectly ok while the the tank was not at Tank2 yet... If you got naded at another time, i could see your point, but I know for certain when the 3 of us told you "it was ok", and at that point the tank was in front of the spawn exit o0 :\

The thing is, we have no spawnkilling rules in place but we also encourage objective oriented gameplay. Especially at Tank Barrier 2 on Goldrush these two can infringe on each other. I'd leave it to admin discretion to see how those two balance each other out.
Did the rnades constitute to SK? Yeah, maybe. There was definitely splash damage into the red zones. Was the SK intentional? I doubt it, as the Allies were clearly playing for the objective: to keep the tank moving.
At the moment there were plenty of junior admins on and I believe three QAW's. Sometimes nades fly where they weren't supposed to be, but you should trust the people around that when there's blatant and/or persistent SK, something will be done.

You can always kill enemies there, but remember, as long as it can still be built, you can't hit the spawn exit red zone. Or in other words, if its still able to be built, an allies FOPS can't arty in a way that the axis spawn exit would be affected. A grenade very close to the box is fine, flamer, mortar etc is ok, as long as its not splashing into spawn exit, as long as the box can be built. The second the tank moves fwd and box cant be built, the spawn EXIT is ok to attack, but NOT the spawn interior where axis actually spawn. I recently asked about the 2nd, further spawn exit and didn't get an answer. While tank is moving fwd, can the second, further exit be splashed? I see it happen a lot under these rules, but I don't personally think it should be, as tank isn't near that area. I hope this is a bit more clear, and correct me if i'm wrong on anything.
